Someone in the Beauty Secrets for Divas linked to this article, and even though it's not something that's scientifically "proven", it still sounds like a good idea. Basically, the article says that lip gloss (and, I'd imagine, chapstick) magnifies the sun's rays on your lips, and can be extra-damaging.
The article suggests wearing lip gloss (and, I'd say, chapstick) with SPF. I can imagine at Burning Man, and even going about our regular lives, this would be a good thing to do. Even if it's a "just in case"-- why take the chance? It's a simple thing for us to do.
